Certificate of Recognition (COR)

Certificate of Recognition (COR) is a document issued jointly by a Certifying Partner
and Alberta Human Resources and Employment. A COR recognizes that the health and safety
management system of a specified employer has been evaluated by an auditor and found to
meet the standards of Partnerships.
- Effective health and safety management systems have been shown to have an impact on
reducing injuries. Eliminating the social and financial effects of injuries can strengthen
the business success of participating employers.
- Achieving and maintaining a valid COR is required for earning a financial incentive
through the Partners in Injury Reduction (PIR) program. Also, it is not unusual for
Alberta corporations to expect contractors bidding on contracts to hold a valid COR.
To be effective, the following components are considered to be essential and form the
basis of the Partnerships health and safety management system:
- Identification and analysis of health and safety hazards at the work site
- Control measures to eliminate or reduce the risks to workers from these hazards
- Clearly stated company policy and management commitment
- Worker competency and training
- Inspection program
- Emergency response planning
- Incident / accident investigation
- Program administration
To acquire a COR an employer would need to take the following steps:
- Contact a Certifying Partner
- Develop and implement a "Health and Safety Management System" that meets
Partnerships standards
- Select an appropriate audit instrument, recognized by the Certifying Partner
- Select an auditor, external to the organization being audited and acceptable to the
Certifying Partner
- Have the audit completed and achieve a "pass" mark (usually 80% overall with
no less than 50% in any one element)
- Submit the audit to the Certifying Partner for Quality Assurance review
- Request the Certifying Partner to issue a COR if the audit meets the standards required
